Can't sign in to my authenticator app because the sign in process get a loop and wants authenticator to authenticate the sign in! And I am also the admin of my tenant...

Authenticator app on new phone does not generate 2 digit code for business account to allow access to files from laptop. It keep providing rolling 6 digit but no two digit. Account admin has reset, removed required two-factor authentication and no luck.
Can I just delete the app and reupload and then reconnect to business account to get the authenticator acting correctly. This is unacceptable that I can't work due to this issue. Thank you.
