備註

此命令會根據 SmallChange 屬性的值，減少 ScrollBar 中 Track 的 Value。

當使用者按下左 RepeatButton時，就會發生此命令。

當您實作 ScrollBar 做為 ScrollViewer 控件的一部分時，ScrollViewer 會執行此命令。
