SystemButtonEventController 事件注册在系统范围内应用，先到先得。如果应用程序或服务将 SystemButtonEventController 事件 Handled 属性设置为 true，则在该应用或服务之后为同一事件通知注册的应用程序或服务将不会收到通知。
