Gets or sets a value that specifies whether the module is enabled to initiate WS-Federation protocol redirects.

true to enable redirects; otherwise, false.
Remarks
The module will not initiate WS-Federation protocol redirects when this mode is not enabled. If this property is true, the Issuer property must be set to the URL of the Security Token Service (STS) to which the caller should be redirected.
Warning
Application code can issue WS-Federation sign-in requests explicitly by using the SignIn method, regardless of the value of the PassiveRedirectEnabled property.
