ExternalConfigurationItemReference Element

A configuration item could have an ExternalConfigurationItemReference element instead of a BaseReference element, which can refer to an uninterpreted configuration item. Any rule violations on this configuration item will be reported through the configuration item containing the reference, if appropriate ExternalRule elements are declared.
