[Starting with the .NET Framework 4.5, Windows Identity Foundation (WIF) has been fully integrated into the .NET Framework. Initializes a new instance of the Saml2Assertion class with the specified issuer.

The IssueInstant property is set to the value of the System.DateTime.UtcNow property.
