Each BillingCustomerRoleAssignmentResource in the collection will belong to the same instance of BillingProfileCustomerResource. To get a BillingCustomerRoleAssignmentCollection instance call the GetBillingCustomerRoleAssignments method from an instance of BillingProfileCustomerResource.
