Inserts the specified CellPermission to the collection at the specified index.

Insert(Int32, CellPermissionAccess)

Creates a new CellPermission object using the specified access information, inserts it to the collection at the specified index and returns the new CellPermission created.

Inserts the specified CellPermission to the collection at the specified index.
