Hybrid Power-Up In Standby Test

This test checks to make sure that the device supports power up in standby. The test will check the identify device page to verify that the Power up in standby feature is supported, and will turn power up in standby off and on to ensure that it is reporting the correct results. It will also check if an explicit spin-up if the feature is enabled is required. If the device sets that flag, this test will also fail.
