Updates the KeyIdx value in the TaxIntraCommCorrection_NL table to allow for duplicate records.

Remarks
The IntraCommId field is replaced with the new replacement TaxIntraCommTable_NL key field in the unique KeyIdx value. Initially this field contains no value. Therefore, the index is set to allow for duplicates before the field is updated with the value of the RecId field of the TaxIntraCommTable_NL table.
