Adds a new task to a package.

The name of the parent window.
Remarks
A paste operation calls this New method after pasting a new task in the designer. You can check the IsPasteActive to see if this task was created by a copy/paste or cut/paste operation. If so, a new name may be required on the task so tasks do not have duplicate names.
