Disable call quality survey after call ends

Please i need your help on this.
We have a lot of users, that disabled the teams survey option in their setting. But still they are somethings (less, but still sometimes) presented the "how was the call quality" + star rating question at the end of a call.
How do we stop this forever?

SFB was an app focused on calling and it worked great.
Now teams has a calling feature which is poorly working...
It feels a bit like the time where we had pda's with phone features or phones with pda functions. ...

Create new Teams feedback policy
“New-CsTeamsFeedbackPolicy -identity "New Hire Feedback Policy" -userInitiatedMode disabled -receiveSurveysMode disabled”
Assign policy to a user:
“Grant-CsTeamsFeedbackPolicy -Identity ******@contoso.com -PolicyName "New Hire Feedback Policy"“
