I've got the same problem today after the latest Office 365 update., looks like a bug.
Was able to fix this by going to File - Options - Advanced in Visio, and checking out the "Disable Enhanced Metafile optimization" box to disable this option, under Display.

Visio Crashes when opening file
I have two particular drawings that when I try to open, Visio hangs for ~10 seconds and then crashes. I was able to edit these drawings as recently as a week ago and no changes have been made to my system in that time. I am able to open other drawings and create new drawings without issue. Others are able to open these two particular drawings without issue. I have repaired Visio from the control panel and started Visio in safe mode and neither have helped.
I'm running Vision Plan 2 on Win10. I'd appreciate any help - getting rather frustrated with this. Below is the error message from Windows Event Viewer:

If the visio crashes during the start, then the file what it is trying to open during the start is causing this issue. I had a file with 20 pages, but only two of them were causing this crash.
Mine was solved by disabling the "Disable Enhanced Metafile optimization". After that I was able to start those two pages as well. If I was on that page, and then goes to option and enable this back, the Visio crashes right away.
Seems to be bug or "by design" on Visio.

through trial and error, it appeared, for me at least, to be more about the size of the page cache
Specifically, problem was with a known good 8 MB drawing
Fix was change my page cache from 1GB-3GB....to.....4GB-8GB
