I am not an expert at it but since I am preparing for AZ-900 so this logic only quenches my thirst for the answer. Please do correct me if you guys don't feel it has logic.

If you scroll down about 1/3 of the page on the concepts, you will see storage is part of all three, but begins as IaaS.

2021-12-29T11:52:04.94+00:00 The link below also says that Storage is IaaS. Read this text in the link: "a showcase of the core elements of infrastructure as a service (IaaS): compute, storage, and networking."
https://info.microsoft.com/ww-landing-azure-iaas-day-On-Demand.html
Also, the following links clearly say that Storage is IaaS:
https://azure.microsoft.com/en-in/overview/what-is-iaas/
https://azure.microsoft.com/en-gb/overview/what-is-paas/On the 1st video (time 1:15) in the following link says that Storage is PaaS, which could be a mistake as well.
https://learn.microsoft.com/en-us/learn/modules/azure-networking-fundamentals/azure-virtual-network-fundamentalsI would consider Storage clearly as IaaS, and NOT PaaS.
