Enterprise App not provisioning user

I have a Slack Enterprise App that is not provisioning a users details. The state may have been messed up as I believe the user was deleted in Entra and recreated with a name change. Last time I had this happen, I was directed to use Graph API and walk through a guide that "Restart and re-evaluate all user matches"

Purpose of guide -
This guide describes how to use the Microsoft Graph API and the Microsoft Graph API explorer to re-initialize a provisioning job, in a way that clears the Azure AD metadata tables, clears all process escrows, watermarks, quarantine status and triggers a new initial sync that causes the service to re-evaluate all source users that should be matched with the target system users.

This worked last time but not this time and I am not sure how to resolve this. Here are the errors I am getting when trying to provision user -
*No change to the target group currently needs to be made for User
