We have a new IT admin who is learning Teams on the job. He currently makes himself and his manager owners to every Team and Channel and doesn't relegate any admin power downward. I have a Team and a channel and can not create tabs for projects or add members etc...
is there a way he can give me limited admin to do just these tasks while he keeps the keys to the castle?

The owner can give the member permissions as below.
No, you can not. Talk to your admin and work on a solution. Tell him give you a team with an owner so you can try things out. You can also subscribe to a free version and try out the controls yourself (best way to learn!).
I am quite sure you can give someone access to create channels and tabs but not a Team.
Who can confirm?
