Can not Install Network Printer on Windows 2019 Standard

I am trying to install 2 network printers on a new Windows 2019 Standard server. This is my first time with a Windows Server and I did not setup this Server. I can ping the printers from the Server but I can not open the printers' web interface from the server. I know the IPs are good because I installed them on my computer and I can print test pages, ping and web interface from my computer but not the server. I think there is a setting somewhere in the GP or the server manager somewhere that is blocking them somehow but I do not know enough to find it. Does anyone know how to fix this? Any and all help is greatly appreciated!

Windows 2019 Standard Server V1809 64bit

HP LaserJet P4515n and HP Color LaserJet CP2025 both can use the HP Universal Driver PCL6 downloaded from the HP site as well as the Windows update one from the search.

I have tried from both the server manager/print manager and the control panel/add printer neither work.

The error I get is to make sure the printer is on (it is), connected to the network (it is), and the address is correct (it is).

The printers will act like they install but then they say either offline (SNMP status is checked which it is on the old server) and will not print or they say ready (SNMP status unchecked) and will not print. The error simply says failed to print.

There is this error stuff but I do not know if it is for the printer, is effecting the printer or is irrelevant.

Turns out the issues was with firewall rules. Thank you for your help in fixing this!

Share the printers from your pc, and on the server try the following command \your_pc an double click on the two printers.
If you are able to print, the server is ok, printers are compatible... and is a configuration problem.
After this operation printer driver(if worked) driver are installed on your server, try to share again using printer wizard

"Are there updates that do not come through automatically?"

Yes, particularly when dealing with print drivers. I just went through the same thing. In my case, my network printer was not working properly. I was relying on automatic update, but things never changed. So I went to the HP support site for my printer and found they had a later driver available than what they had posted to the Microsoft automatic update site. If the printer vendor is not posting their newer drivers to Microsoft, and you do not have an automatic update program from the printer vendor, it could very well be that you need to manually check the print vendor site for a newer print driver.

I added the ports as an inbound rule on the 2012 r2 server that is the controller of the firewall. - No luck.
I can print from the new 2019 IF it is through the server I am replacing but I can not get the printer to load as a part of the 2019 server that will replace the old server.
Yes, all the file/printer sharings are turned to on. So, I am now thinking that it is a configuration issue. (See gastonecanali-5513 above).

"but time may be better spent clean installing it, patch fully, migrate the roles / applications back over."

How would I do this? Install the printer via TCP/IP then what? How do I patch fully? Does migrate roles/apps back over mean do a backup and restore again? Backup and restore is how I mirrored the info from the old server to the new. The updates and the programs are current and the same so the information came through and integrated fine. Just the printers will not work.
