The MRM policy doesn't take effect.

exchange server版本：Exchange Server 2019 CU13 当前在服务器设置了就地存档和MRM保留策略，目前owa和Outlook均已正常显示了就地存档文件夹，但是配置的MRM保留策略一直不生效，尝试多次运行start-ManagedFolderAssistant命令，仍旧无法生效，请问有什么排查的方案吗？
