I found a workaround - the 'different number' doesn't have to be in the same region as you, so I checked which other countries work OK, and got a pal in another country to send me the code that went to his phone!

Mine was resolved by creating a support ticket in the Azure portal. They mentioned that my account was flagged as malicious and unblocked it. When I tried again, doesn't prompt me the phone number again and only the credit card.

The solution to my problem is to simply sign up using Microsoft Edge Browser. It works like butter. The issue is only encountered on my Chrome Browser.
