Gets a value indicating whether the collection is read-only.

A Boolean value that indicates whether the collection is read-only.
Remarks
The IsReadOnly property value is changed internally by the Web Parts control set as it changes the contents of the collection at different points. For example, after the WebPartManager control has added all supported display modes to its SupportedDisplayModes collection, it internally sets the WebPartDisplayModeCollection object to read-only to prevent it from being changed.
Note
There is no mechanism to change this property value from your code, although you can read its value.
