如果調試程式延伸模組中 DebugExtensionCanUnload 存在，在調試程式實際卸除延伸模組 DLL 之前，會在成功 DebugExtensionCanUnload 呼叫之後呼叫這個回呼函式。
Dbgeng.h 頭檔中 PDEBUG_EXTENSION_UNLOAD 呼叫 DebugExtensionUnload。
