Gets a user report by name.

Exception type	Condition
ArgumentNullException	The name parameter is a null reference (Nothing in Visual Basic).
ArgumentOutOfRangeException	The name parameter is empty.
ObjectNotFoundException	The UserReport that is identified by the name parameter was not found.
