當偵測到一種特殊型別的 SamlAttribute，就會呼叫這個方法。 SamlAttribute 透過包裝傳遞 SamlAttribute，其包含屬性值集合 (在 AttributeValues 屬性中)，其中每一個將對應到宣告。 所有宣告都會在 ClaimsIdentity 中與指定的簽發者一起傳回。
