requestUnconstrainedDownloadsAsync 可能在Windows 10版本 1607 之后更改或不可用。 请改用 CreateDownloadAsync。

用于请求不受约束的下载操作。 调用此方法时，会向用户提供 UI 提示，用户可以使用该提示来指示他们对不受约束的操作的同意。在设备使用电池运行时，不受约束的传输操作将不受通常与后台网络操作相关的资源限制。
