Registers the specified pane with the docking manager.

Parameters
[in] pControlBar
A pointer to the pane to insert.[in] pTarget
A pointer to the adjacent pane.[in] bAfter
If TRUE, pControlBar is inserted after pTarget. If FALSE, pControlBar is inserted before pTarget.
