Use this constructor to create a new instance of the RequestSecurityTokenResponse class when you intend to set the RequestedSecurityToken and RequestedProofToken properties after the new instance has been created. You might do this when you want to add a SecurityTokenReference instead of an EncryptedKey to the RequestedProofToken for the response.
