how to apply for custom capability with Microsoft prefix in UWP Application

Question

The ESim class doc says it requires a custom capability declaration. And according to my local test, this capability also needs a sccd file to work properly. Since it's a custom capability with Microsoft prefix, who should i contact with if i want to request this capability for my application.
