Creates an instance of CompositionBackdropBrush that draws the blurred wallpaper behind the current visual.

Remarks
This method creates a CompositionBackdropBrush that can be applied as an input to a CompositionEffectBrush or directly as a brush on a SpriteVisual. This brush draws a blurred version of the current desktop wallpaper that would be seen directly behind the current visual.
