If access is restricted both by row and by column, individual columns of particular rows might have their own stricter access rights; the consumer might not even be permitted to read such columns. The column values will be NULL. If a NULL value is contrary to schema rules (NULLs not permitted), the rowset should not count or return any rows that would have this condition.
