Not always true in my experience, but this is certainly how Microsoft works when at its best. Hire lots of smart, passionate people, tell them what outcome you want them to achieve, then get out of their way and let them figure out how to make it happen. Check on their progress once a month, make sure things aren't getting out of whack. As I said, it doesn't always happen that way, but when it does, it is a great place to be.
