Raised when the server indicates that the Presence publication of the local endpoint owner is stale.

Remarks
During a registration refresh, the server may indicate to the endpoint that the local owner should republish its Presence state partially or in full. This condition usually happens when the local endpoint could not refresh its registration against the same registrar and was directed to another available registrar.
