Loads the site configuration from the Administration database.

Parameters
- bstrSiteName
Type: System..::.String
The name of the site.
Remarks
Instantiates the configuration file with the SideID, Name, Description, Status, DateCreated, and DateModified.
The Initialize method must be called before this method can be called.
