Returns a DataSet containing all the payment methods whether the methods are active or not.

Return Value
Type: System.Data..::.DataSet
A DataSet containing all the payment methods.
Remarks
The DataSet contains one table named PaymentMethods with columns from the paymentconfig table. A column titled State will contain 0 for all records. Possible values that the State column can be set to are:
0 means untouched.
1 means modified.
2 means newly added.
3 means deleted.
