Converts a remote URI using the provider's URI scheme to a local URI.

Remarks
The local file may not exist if it has not been downloaded. Use the DownloadFileAsync(Uri, IProgress<OperationProgressData>, CancellationToken) method to ensure the file has been downloaded.
If the provider does not support IRemoteFileSystemProvider, remoteUri is returned.
