This method retrieves the multiplier value that is applied to the points in the second row and first column of this matrix.
Syntax

Parameters
- pM21
[out] Pointer to a float value that indicates the multiplier that is applied to the points in the 2,1 quadrant of this matrix.
Return Value
Returns an HRESULT that indicates success or failure.
Remarks
The default multiplier value is 0.
If pM21 is less than 0, the UI object that uses this matrix is skewed to the left.
You can perform math with this value and the M12 value to rotate the UI object that uses this matrix.
