This method sets the amount by which to move this matrix down the y-axis, offset from the upper-left coordinate.

Parameters
- OffsetY
[in] A float value that indicates the amount by which to move this matrix down the y-axis, offset from the upper-left coordinate.
Return Value
Returns an HRESULT that indicates success or failure.
Remarks
The OffsetY value affects the displayed position for the UI object that uses this matrix.
