MetricThreshold::GetTarget method
Returns the target of the MetricThreshold.

Return value
If the function succeeds, it returns S_OK. If it fails, it returns an error value.
Remarks
A MetricThreshold holds data from a MetricThresholds/MetricThreshold element.
The target is the value of element MetricThreshold/Target.
