Returns a user-visible description of the preferred payment service.

Starting with Build.VERSION_CODES#VANILLA_ICE_CREAM, the preferred payment service no longer exists and is replaced by android.app.role.RoleManager#ROLE_WALLET. This will return the description for one of the services registered by the role holder (if any). If there are multiple services registered, it is unspecified which of those will be used to obtain the service description here.
