The exception that is thrown when the change batch to be processed by the change application service is part of a recovery synchronization, but the change application service is not in recovery synchronization mode.

When the change batch to be processed by the change application service is part of a recovery synchronization, processing must be started by calling BeginFullEnumerationChangeApplication.
