Parameters
- memberIndex
The index of the child RowMemberCollection to check.
- pageNumber
The page number to evaluate.
- startPage
The beginning page spanned by the row member.
- endPage
The ending page spanned by the row member.

A Boolean value indicating whether the specific child row member appears on a given page, based on soft page breaks.
