Returns the resolved layout direction for this view. -or- Set the layout direction for this view.

#LAYOUT_DIRECTION_LTR if the layout direction is not RTL.
For compatibility, this will return #LAYOUT_DIRECTION_LTR if API version
is lower than android.os.Build.VERSION_CODES#JELLY_BEAN_MR1.
