Get current registered operator numeric id.
In GSM/UMTS, numeric format is 3 digit country code plus 2 or 3 digit network code.
Require at least android.Manifest.permission#ACCESS_FINE_LOCATION or android.Manifest.permission#ACCESS_COARSE_LOCATION. Otherwise return null if the caller does not hold neither android.Manifest.permission#ACCESS_FINE_LOCATION nor android.Manifest.permission#ACCESS_COARSE_LOCATION.
