This function is a prototype of a function that returns the current input locale identifier.

Parameters
- idThread
[in] Set to zero.
Return Value
If successful, this function returns the current input locale identifier. Otherwise, it returns zero.
Remarks
This function must be re-entrant because the input system exposes it through the GetKeyboardLayout function and multiple threads can call it.
