Validate Method

Validates all the information currently in ImportOptions.

Exception	Condition
ArgumentNullException	The file name is not specified.
ArgumentException	The import mode is invalid.
FileNotFoundException	The file does not exist.

Validates the catalog names, the property names, and the input parameters.
