Loads the global configuration from the Administration database.

Parameters
- bstrResourceName
Type: System..::.String
The name of the resource configuration object to load.
Remarks
Implemented by GlobalConfigFreeThreaded.Initialize (Initialize).
Instantiates the configuration file with the SideID, Name, Description, Status, DateCreated, and DateModified.
