Rebuild Method

This method starts a catalog rebuild (if the catalog is in need of being rebuilt.)

A RebuildProgress representing the operation in progress.
Remarks
Rebuild a catalog and all of its dependent catalogs.
When called on a virtual catalog, causes the virtual catalog and all of its views to be rebuilt.
