OALIoCtlHalILTiming (Windows CE 5.0)
This function is called by OEMIoControl for the IOCTL_HAL_ILTIMING code. OALIoCtlHalILTiming is called to start and stop interrupt latency timing.

Parameters
dwIoControlCode
[in] Set to IOCTL_HAL_ILTIMING.lpInBuf
[in] Pointer to the input buffer.This is set to a buffer containing the ILTIMING_MESSAGE structure.
nInBufsize
[in] Set to the size of the ILTIMING_MESSAGE structure.lpOutBuf
[in] Not used; set to NULL.nOutBufSize
[in] Not used; set to zero.lpBytesReturned
[in] Not used; can be set to NULL.
Return Values
TRUE indicates success.
FALSE indicates failure.
