UserRightsItem.UserId property
The UserId property specifies or retrieves a value that identifies the user.

This property specifies or retrieves a string value.
Remarks
Typically, the user ID is the email address of the user. However, the property value is "Anyone"; therefore, the rights to use protected content are applied to all users.
