ProjectRootElement.Encoding Property
Specifies the character encoding that the project file is to be saved in.

Type: System.Text.Encoding
Returns the character encoding that the project file is to be saved in.
Remarks
Returns the encoding given by the Xml declaration in the project file. If no encoding is specified, this defaults to UTF 8.
