Allow packageName with a particular signing certificate to access this blob
data once it is committed using a BlobHandle representing the blob.

Allow packageName with a particular signing certificate to access this blob data once it is committed using a BlobHandle representing the blob.
This needs to be called before committing the blob using #commit(Executor, Consumer).
